征地补偿程序规范
根据土地管理法第46条的规定，国家征收土地的，依照法定程序批准后，由县级以上地方人民政府予以公告并组织实施。被征收土地的所有权人、使用权人应当在公告规定期限内，持土地权属证书到当地人民政府土地行政主管部门办理征地补偿登记。

国家为了公共利益的需要，可以依照法律规定的授权和程序对农民集体所有的土地实行征收或征用，并给予补偿。
征收征用土地的，按照被征土地的原用途给予补偿。
征收征用耕地的补偿费用包括土地补偿费、安置补助费以及地上附着物和青苗的补偿费。征用耕地的土地补偿费，为该耕地被征用前三年平均年产值的六至十倍。
二、征地补偿安置的具体规定
由于我国城市土地实行国家所有，农村土地实行集体所有，因此，城市化过程中对土地的需求必然要通过行政机关对农村集体所有土地的征收征用来满足。因此，不仅要了解国家的有关规定，还要注意研究当地的具体规定。
三、 征地补偿安置的工作程序
在征地依法报批前，县级土地管理部门应当将拟征地的用途、位置、补偿标准、安置途径等，以书面形式告知被征地农村集体经济组织和农户。在告知后，凡被征地农村集体经济组织和农户在拟征土地

上抢栽、抢种、抢建的地上附着物和植物，征地时不予补偿。
县级以上建设用地管理部门应当对拟征土地的权属、地类、面积以及地上附着物权属、种类、数量等现状进行调查，调查结果应与被征地农村集体经济组织、农户和地上附着物产权人共同确认。
征地依法批准后，县级以上土地管理部门应当按照《征用土地公告办法》规定公告征地批准事项。除涉及国家保密规定等特殊情况外，征地批准事项应当网上公告。
县级以上土地管理部门应当根据征收土地的批准文件，在征地公告之日起45日内以被征用土地的所有权人为单位拟订征地补偿安置方案(含征地拆迁房屋补偿安置标准)，报当地人民政府审查同意后，按照《征用土地公告办法》规定公告。被征地农村集体经济组织和农户提出申请听证的，土地管理部门应当按照《国土资源听证》规定的程序和有关要求组织听证。
征地补偿安置方案批准后，当地人民政府应组织县级土地管理部门或委托有关单位与被征地单位协商签订征地补偿安置协议。
单独选址项目和分批次项目的征地补偿安置费用，应当根据市、县人民政府的征地补偿安置方案支付，未按期全额支付的，不得核发
