1总则
1.0.1 为贯彻落实国家建筑节能相关政策、法规,提升既有办公建筑机电系统工程管理质量,提高建筑机电系统能效及室内舒适度,规范既有办公建筑机电系统调适工作,编制本规程。
1.0.2 本规程适用于既有办公建筑机电系统调适。
1.0.3 既有办公建筑调适过程中,除应符合本规程外,尚应符合国家现行有关标准规范的规定。

2术语
2.0.1 既有建筑调适 existing building commissioning
依据既有建筑的特点制定合理的流程管理与技术方法,通过调研、实施、验证以及文档化的可持续性策略,根据用户当前需求,实现建筑用能系统与用能需求相匹配,达到舒适节能的目的。 2.0.2 调适顾问 commissioning authority
由建设单位确定,牵头组建调适团队,组织实施调适过程,并对调适工作负责的顾问单位。
【条文说明】建设单位应选择具备技术能力、经验丰富的单位承担调适顾问工作,设计院和施工单位可担任项目的调适顾问,也可由第三方机构担任。 2.0.3 调适需求commissioning requirements
基于建设单位的项目需求,以满足既有建筑生产活动所要求的运行参数、提高室内环境效果和提高建筑能效,降低能源支出为目标,对各维度目标进行指标分解、细化的综合文件。
2.0.4 联合调适joint commissioning
基于建筑设备管理系统,对机电设备、系统的联合运行效果及功能进行动态验证和优化的过程。
2.0.5 季节性验证seasonal testing
在典型季节,通风空调系统在使用和运行阶段进行的供热能力、制冷能力、室内环境效果、调控性能、系统能效进行测试和验证的过程。

3基本规定
3.0.1 既有办公建筑机电系统调适范围包括暖通空调系统、给水排水系统、供配电系统、照明系统及建筑设备管理系统。
3.0.2 既有办公建筑机电系统调适以实现机电系统正常功能,优化运行与控制策略,提升运维管理水平为主要目的。
3.0.3 如果一个建筑满足以下任一条件,建设单位应考虑进行机电系统调适:
该建筑的能耗水平高于当地其他功能相似建筑的能耗水平; 该建筑整体或某些区域舒适性无法满足要求;
该建筑机电系统部分设备与组件无法正常工作或故障率高于正常水平; 该建筑部分或全部使用功能发生改变,相应的机电系统完成改造更新的; 建设单位自身有意向提升建筑的运行能效、舒适性、及安全可靠运行等级。
3.0.4 调适工作开始前,由调适顾问牵头组建调适团队,了解项目概况,明确调适目标,对机电系统的性能进行持续跟踪、验证,实施调适工作,对调适结果进行评估,并提出优化运行策略。
